Sightseeing Tourist Train Motor Insurance

To insure a sightseeing tourist train in France costs €3,000.00 per year approx. To insure a sightseeing tourist train in Ireland they charge me approx €14,000.00. It seems to be the same Insurance Company that is providing my insurance quote as that in France.

How might I go about getting a reasonable insurance quote that would enable me to sustain the business?
